At the November 15, 2016 meeting of the Concord Township Trustees, Road Superintendent Neil Rhoades reported that the property at 700 Swailes has not addressed the junk car issues. . Apparently, the property owner restores Mustangs. According to the junk car resolution, vehicles cannot be stored on a property for more than 48 hours if the vehicle is three model years or older; the vehicle is apparently inoperable; and vehicle is extensively damaged, including, but not limited to missing wheels, tires, engine, or transmission. Rhoades notified the property owners about the policy and gave them until November 15, 2016 to remove the vehicles. The property owner moved the vehicle sitting in front of the house but the five vehicles behind the house haven’t been relocated. The property owner informed Rhoades that two of the vehicles were licensed, but when Rhoades checked, the plates on the vehicles were expired. Rhoades will notify the property owner that the township is contacting the Sheriff’s Department to enforce the township junk vehicle policy. Trustee Tom Mercer said the township had received a second complaint about the vehicles.

In addition, Rhoades reported that paving on Windmere Drive is scheduled to begin soon. It is unclear whether the road will be closed for the paving project.

In old business, Trustee Don Pence reported that he had talked to the Troy City Council concerning the annexation of 2436 McKaig Road. The annexation is a Type 1 Expedited Annexation. All affected parties must sign off including the township on the proposed annexation. Because of the location of the property, it is unclear who will be responsible for road maintenance once the property is annexed. Currently, part of the street is maintained by the township and part of the street is maintained by the city. The city council needs more time to determine the road maintenance issues.

In addition, Trustee Tom Mercer asked Philip Kelly of eLIANT Technology Services Limited about the township website. He said, “We have questions from time to time. When the Trustees approve the meeting minutes and send them to the company, sometimes there is a delay before the minutes are posted to the website. We would like them posted immediately since there is already a two week delay from when the meeting occurred to approval."

In addition, Mercer reported that there are issues with the newsletter. He said, "Some people who have signed up for the newsletter receive it without any problem; however, for some the newsletter apparently goes to their spam folder."

Kelly explained that because of the type of mail software that is being used to send the newsletter, some mail servers treat the newsletter as spam. The residents for which this is happening need to reset their spam controls to recognize the newsletter as legitimate mail. However, Kelly plans to update the software that the company is using to a more advanced tool that will handle bulk mail more discriminately.

Since the contract is up for renewal wording will be added to specify the timeliness of postings.

Finally, Trustee Bill Whidden said, "I want to thank the township residents for passing the Fire/EMS levy. Our constituents passed the levy by 77%. We should never take our constituents for granted. We want to thank them for their support and thank the Troy Fire Department for the services they provide.”

The next meeting of the Concord Township Trustees is scheduled for December 6, 2016 at 10:00 a.m. in the township building.
